CI: Detect changes to on-chain IDL for Solana and fail visualizations if changed

### Describe the feature

Build on work done in #180 to validate when IDL from onchain mismatches what we have stored. This should be scoped to VSP outputs primarily, so that if unrelated parameter changes in IDL but VSP outputs for discriminators don't change then we don't fail. But if it does, we should fail CI.
