Create skill for animation libraries

No skills exist for animation libraries right now. Would be good to add coverage for at least the Compose animation APIs (animate*AsState, AnimatedVisibility, Transition, AnimatedContent) since that's what most new projects are using.

MotionLayout would also be useful to have.
