Handle IANA early review of 2024-11-01

IANA early review comment:

We have a question about the request to reserve values starting with 
""brski." in the "Resource Type (rt=) Link Target Attribute Values" registry. 

Should we list this in the registration procedure, similar to how it is listed 
for "core"? But listed as "Reserved" instead of "IETF Review". Or should 
we add a line to the registry itself?

I think we just need to be clear that we want to add a row to the existing "range" table with this entry:

Range                       Registration Procedures
value starts with "brski"   IETF Review
