New module for user role config

Summary

Create a new module that maps to the security login role config command. There is not a native REST API for this, but it should be possible to build this module based on the private CLI API.
This role would be similar to the existing na_ontap_user_role module, but would allow configuring user account and password restrictions.

@joecaruso hi, could you please confirm if below ONTAP CLI commands are the ones that should be considered while developing this module?

1. security login role config show
2. security login role config modify
3. security login role config reset

I was thinking that it would be the modify command (to cover the normal POST, PATCH, DELETE), with the show being used internally as part of handling idempotency. The interface for using the reset command would probably be a bit weird in a module, so I don't think that needs to be supported (at least for now).

From a user perspective, it would probably make sense to only have state: present available, and then all of the parameters would be optional (except the role and vserver).
