chore: Update the rpm generator script to use the new download path

The deb and rpm packages can both be routed through the get.trivy.dev download path. For deb this is simply a case of updating the configuration for /etc/apt/sources.list.d/trivy.list but for RPM we need to build the download path into the rpm itself
