Add support for `pylock.toml ` (PEP 751)

Description

PEP 751 is a new Python lockfile format. It has been Accepted and the community is rallying to support it.

Adding pylock.toml support might eventually simplify certain aspects of having to support the universe of pip, piptools, PDM, poetry, uv, hatch, etc.

@knqyf263 just so that we are on the same page, we will need another parser and analyser for this one, much like what I did for bun.lock support? (Ref: #8897, #8851)

Yes, unless pylock.toml adopts exactly the same format as the existing lock file, it will be necessary to implement a new parser and analyzer.

The parser for pylock.toml is implemented in #9632.
Now we need to:

1. Add a new analyzer (the analyzer should work only in fs and repo modes) and use this parser
2. Update the purl package
3. Add an integration test
4. Add pylock.toml to the Python page

This is a "simple" list of required changes.
