no db binding when wrangler >= 3.101.0 and local `preview` only, not dev or production

Repro:

1. upgrade wrangler to >=3.101.0
2. pnpm build && pnpm preview, the next line of the log Your worker has access to the following bindings does not show the D1 binding
3. Open http://localhost:8788, logs show infinite redirects due to 500 error
