App start up on reboot..

Quick question when does once restart apps that have been switched off

i,m postings this here as i don,t know if its a feature or an issue

i installed some basic apps on my once install on a VPS then stopped them, did a system upgrade then rebooted all the apps came back on again when i check the once consol even though i had set them to stop ....is this the correct behaivour

also if once updates ...does it leave every thing in it prior state or restart the apps
