TEST Traction env, delete LocustVerifier (fails through ususal delete path)

Prior to the Test migration we need to deal with the LocustVerifier tenant.
Attempting to delete from the Tenant UI throws an error.

LocustVerifier is a stale load-test verifier tenant
it is around 171,993 items and about 1046 MB raw
