cannot add new group on admin page

Describe the bug
when user go to add group popup on the /admin page, you can enter a name, but clicking any of the permissions options does nothing

To Reproduce
Steps to reproduce the behaviour:

1. login as an admin user
2. got to /admin
3. click 'add group'
4. try to click any checkbox on popup
   

Expected behaviour
the checkboxes should change to checked when clicked
