Need to create a standard table for library, compiler, standard version

Per discussion from July 14 sync meeting we need an example of a table that captures the 'support platform' information -- which will consist of library(libstdc++, libc++) , compiler-version(clang-20, gcc-15), and standard version (c++20, c++23)

we should test with clang-21 too, available on at least on OSX and Linux.

And for CXX_MODULES test we need later tests with static and dynamic libs!
