Integrate issue reporting with web site

@mukhtyar Since I moved this dataset to git you could just use the github API to reopen a new issue with a single mouse click.

How would this work for people who do not have a user account on GitHub? From my understanding only people who have GitHub accounts can open issues on public repos.

Good question, I think we have to explore this a little bit deeper.
However, it becomes more and more standard praxis. See vertnet or
http://www.globalbioticinteractions.org/. That would be good examples to
check out.
