Keep selection: Annotations load infinitly

Expected behavior

Annotations for image should load when labeling field edges by using keep selection

Current behavior

Annotations do not load

Steps to Reproduce

1. Go to label view
2. Select field edges as annotation types
3. Enable keep selection
4. Press next (f key)
