Refactor: remove `bmqstm` package

bmqstm contains only xsd schema for stat context update/configuration and autogenerated cpp/h files.

There are 2 issues with this:

1. We never actually read stat context configuration from files. It is not necessary to support schema types for it, can be replaced with simple standalone classes.
2. Not necessary to have an entire package to keep it. We can just move 3 files from bmqstm to bmqst.

Hi @678098 is this still up for grabs? I would love to take this on. My plan would be to replace the auto-generated XSD types in bmqstm with simple standalone classes in bmqst and remove the package. Happy to discuss the approach before starting :)

Hey @davin-core and @diegohh0411, we absolutely accept PRs (including draft PRs if you want feedback earlier)!  Be sure you read our contributing guide first.  Since it seems like there's a bit of interest on this issue in particular, if you both want to coordinate who takes this issue, that would be great.  We have some other low-hanging fruit issues already listed as well, and we'll work on listing a few more for contributors too.

@678098 I visited Bloomberg's offices recently for the BPuzzled Global Finals 2026 & I came back from NYC super excited about the company. So I'm really interested in contributing to Bloomberg's own open source projects in preparation for the next fall's job applications. That's why I'm looking for a good first issue. It seems like there's a couple of good first issues that say "Open", but most of them already have merged PRs. This one is a relatively new issue that still hasn't been addressed and seems reasonable to start with. @davin-core do you mind if I pick this one up?

@678098 it looks like this issues have been here for a while so here is my approach. Do let's me know if I am heading in the right direction.

• move the bmqstm implemntation into bmqst (bmqst_values.h and bmqstm_values.cpp)
• update all current bmqstm to point to bmqst. This would be bmqst_statcontext.t.cpp, bmqst_statvalue.cpp, bmqst_statcontext.cpp
• remove the seperate bmqstm from CMake and its packpage metadata/docs

Hi @davin-core, for this issue, the correct way is probably to remove schema-generated classes at all. xsd file and autogenerated schemas are not a good choice here, and this task is more involved. I plan to do this myself later.
If you are looking for issues to contribute, I can look for something in the codebase and open a few more issues.
