Bluetooth won't turn OFF

Bluetooth can't be turned OFF for more than a few seconds. A few seconds after I turn bluetooth OFF in either the systems settings or using the desktop panel bluetooth icon it turns itself back ON in Linux Mint Zena. It won't stay turned OFF.
