Fix Brave icon on NTPs in tab switcher

On the tab switcher, we need to invert the icon that is shown in light and dark modes.

• For light mode, we need to use social-brave-outline-favicon-fullheight with a schemes_onprimary color

• For dark mode, we need to use social-brave-monochrome-favicon-fullheight-color with the mane using a schemes_onprimary color and the face using schemes_primary color.
