[feat] Build step for apple silicon publishing

Add support build step for aarch64 (apple silicon).

Github Actions needs to add support for this. It is currently on the roadmap.

In the mean time, I'll setup a script to run on my local machine/any apple silicon computer.

Actually for simplicity we will just direct apple silicon builds to the intel build and use the rosetta translator.
