Document the REST API Attachments endpoint

@imath Was hoping to use this too. Would we be able to get a really short summary (for example, parameters) on how things work? Get/upload/delete for the public directory? It could be posted here. Not being pushy, just asking nicely lol.

I totally understand, my problem is time & managing priorities for the complete BuddyPress project. Sorry if it's delaying this documentation. I'll try to put something in place asap.
