Skia graphics library support

It's still experimental and not 1.0, so it can change. Building official C3 support on top of that would be risky.

The goal is not to integrate C3 into the stdlib, but to enable C3 to utilize the Skia graphics library more conveniently.

I came up with this idea because other popular programming languages all use the Skia graphics library for Cross-Platform GUIs.

Maybe you could make bindings for SKIA and share them. You could try https://github.com/vssukharev/bindgen.c3l or make them manually.
