Support @operator overload variants >, <, >=, and <=

Currently C3 doesn't support overloading > < >= and <=.

Clerno's position:

No plans. Aside from fixed point, there isn’t much need for comparison overloading I think, so I was planning on skipping it.

In what ways would you utilize these operators for overloading if they were enabled? Would you like to see the feature?

Here is a short list of the common ones:

• Time (35 seconds > 2 minutes)
• Fixed precision decimals
• Vectors
• Game logic (entity magnitude)
• Big integers

There is also parallel way for implementing < <= for types:
allow @opertor(cmp) which will return 0, or number below/above 0 - thus operator would be used implicitly when < or <= is used.

More radical way - introduce <=> as operator itself, which implementation would also allow usage of < and <=.

After a time, I've concluded that @operator(<) is better than @operator(cmp): it may produce a bit complicated system (because if you have a a < b you may produse others: a > b, a <= b, a >= b ans vice versa), but it has the least time cost at runtime.

There is not need to implement it on std collection types, because expectations are ambigious (due no standard of how vec1 < vec2 should be resolved). But it would be great to have well-supported user's single-value types.
