Add agency updates to CS July 2026 joint monthly report

Add agency updates for July to the [monthly report spreadsheet](https://docs.google.com/spreadsheets/d/1FDNOekxKzIrtuxmSrGEwcY9UQFv6OivDEJVph3dQwII/edit?pli=1&gid=1430257498#gid=1430257498). 

We would like all updates to be in by the end of the first week in August, no later by EOD Friday, 8/7 in order to send out first thing Monday AM. Thanks!
