Add crisis response policy to AM Handbook (ie LA fires)

During meeting held 1/22 Anthony suggested we create and document a CS protocol for interacting with agencies during times of crisis, such as the LA wildfires.

Things to consider

• what outreach do we pause?
• what outreach do we NOT pause?
• are there resources we can provide?
• is there government support we can provide or direct them to?

I think because our CS team is so unique, a lot of publicly available articles/guidance isn't going to apply (our first priority is not "keeping all our money/contracts" as it is for many businesses, since we represented the state). It would be amazing to speak to similar CS teams in other states or departments. I wonder if we could set up an information interview?
