Build out draft of RT SOP

Now that we have a better sense of what the onboarding flow for RT should look like, we need to define the SOP

Scope of this issue is for an initial rough pass/outline only

This issue is for creating Account Manager documentation for "How to onboard an agency to GTFS-RT", similar to what we either have or are building for other products. That's a lot for one issue, so the scope for this one should just be getting a skeleton started with some notes.

1. Start a document (as per usual for the moment, it is likely to be folded into a larger GTFS product handbook in the near future but we have to start somewhere with this product). Either use this template to get going or you can make a copy of the Remix SOP and scrub the content if that's more helpful to start with
2. Start a skeleton based on what you've experienced so far going through this with some of your agencies...what have the steps looked like? What have you been doing as AM? When are you updating the pipeline? Loose notes is perfectly fine for where we are at

Once you have something going, we can regroup/reassess and scope out further issues here. LMK if you have any questions or could use anything else to get started here!
