Update Remix pipeline stages and properties

Update Remix pipeline to:

1. Reflect the new training plan that each agency goes through so we can track that progress
2. Align with any decisions made at the Remix workshop

Pipeline has been updated to:

• reflect the new training plan
• Combine the ineligible stages
• Show the form answers within the deal
• Mark old training properties (pre- new plan as "legacies")
• Sorted deals to best of ability
