Plugin is lowering GPU Memory clocks on nvidia making it stuck on pstate 2.

When using the kde plugin it causes the pstate of the gpu to be stuck on pstate 2. Lowering the maximum memory clock.
It seems to only happen on video wallappers but works fine on scenes

Nvidia driver forces P2 state when using nvdec. AFAIK there is no way to configure this on linux.

I think we need an option to disable hardware decoding entirely.
