Wallpaper paused when battery not currently charging

Describe the bug

I have the option enabled for "Pause if PC is on battery power", but it seems that it pauses the wallpaper regardless of whether or not my PC is plugged in if it's not currently charging. I have a battery limit, so when it hits that limit, the battery drops about 10% before starting to charge up again. During that period of not charging, the wallpaper will be paused.

Additional context

The Bug appears when KDE displays "Not Charging" instead of "Fully Charged" on the battery indicator

I can second this, on the latest git commit with KDE 6, on Debian Testing. My wallpapers only unpause when the battery is fully charged, not when the battery has a charge limit set. This behavior does not exist on my older laptop, which does not have a charge limit option.
