This is really hard to pin down to a specific point in the document so I kind of just picked one but there is an old issue https://gcc.gnu.org/legacy-ml/gcc/2016-01/msg00109.html which I don't think got addressed in DWARF4 or 5 but I think that offsetting could address the issue.
However, I think additional text would be needed. At the moment it appears like there appears to be some assumptions in the DWARF that are based upon the architecture which could be made explicit through the use of offsetting.
I'm suggesting that we discuss this and see if while we are updating the language we can also address this issue.
