release: v2.25.0 — zetetic spine enforcement + mutation-gate loop + Science tier-0

Enforce the zetetic spine across all agents, wire mutation testing into the
autonomous loop, add claude.ai Science as a Tier-0 first-recourse research
resource, correct/verify genius provenance citations, AI Architect banner,
and cross-platform (Windows) hook fixes.
