The release tool is unable to publish GH projects when run from the `cilium/cilium` workflow

The "Visibility" settings for a project is in the "danger zone" under https://github.com/orgs/cilium/projects/84/settings. Probably someone needs fairly elevated permissions to trigger this. If a release manager triggers the workflow, I suspect GitHub is taking the release manager's permissions to try to apply the change. Maybe we need to add @cilium/release-managers into the permissions in this section when creating projects: https://github.com/orgs/cilium/projects/84/settings/access .

Noticed that the later steps in the release process instructed to close the project, so maybe this never worked automatically?
