Clean up Storybook editor panel tabs

The editor panel tab bar could use some cleanup:

• Annotations: Each annotation layer gets its own tab (e.g., "Federal Annotations", "California Annotations"). Consider consolidating into a single "Annotations" tab.
• Permissions: Similar — could benefit from consolidation if multiple permission files are shown.
• Reference tab: The reference sub-panel (Syntax, Schema, annotation fields, permissions ref) could use a design pass to be more useful and navigable.
• General tab UX: Review the overall tab layout, ordering, and grouping for a cleaner experience.
