The line sudo apt-get install coinor-libcgl-dev works fine.

OK, thanks, this is just a "typo" in the README. Now that you point this out, it makes sense that there is no coinor-cgl, since there is no executable binary, only a library. The README is generated automatically using a script that covers many packages, some of which have executable binaries and some of which do not. Fixing this requires updating ths script that generates the READMEs.

In general, there is usually no reason to install Cgl directly, it comes as a dependency when installing Cbc and that would be the usual way of getting it. Anyway, thanks for reporting this! It might be a bit before I can get to it.
