Format for writing the specification docs

Do we want to write these docs in Latex to create nice-looking PDFs (e.g. [Whisper systems XEdDSA spec](https://whispersystems.org/docs/specifications/xeddsa/xeddsa.pdf)) or do we want maintain raw TXTs (e.g. [Tor spec](https://gitweb.torproject.org/torspec.git/tree/tor-spec.txt))? I have a slight preference for Latex because of its richer text formatting features.
