For Windows XP+, you can use Packer or nLite with autounattend.xml or winnt.sif. Can't say how about Windows 9x, maybe Windows 98 QuickInstall or UBCD98 should work.

It uses a LiveCD with a small hack for automatically boot. Installing to a HDD and editing grub.cfg should also work.
