planning: add v3 Enterprise features to roadmap

- compliance-audit-export: Audit trails for regulated industries
- human-review-gate: Human oversight for security-critical code

Both features passed commercial viability test (would increase
Enterprise tier conversions). All other proposed features rejected
as not moving the revenue needle.
