Refactored and hardened the raffle event archiving script to support safe resumption, batch constraints, and dry-run simulations with comprehensive checkpointing and telemetry.
The implementation uses a dedicated archive_checkpoints database table to track archiving progress with the following advantages:
✅ Transactional Safety: Checkpoint updates are atomic with batch deletions
✅ Multi-Instance Safe: Prevents concurrent archiving runs via database locks
✅ Persistent: Survives container restarts, deployments, and network failures
✅ Queryable: Operators can inspect progress via SQL
✅ No External Dependencies: Uses existing PostgreSQL infrastructure

Stateful Checkpointing:
