This document describes the robust, highly observable randomness job queue implementation with explicit state machine lifecycle management, centralized configuration, and comprehensive telemetry.
The queue implements a strict state lifecycle for randomness jobs with the following states:

Core processor that executes randomness request lifecycles through three phases:
Phase 1: Generation
- Determines VRF vs PRNG based on prize amount

- Submits transaction to Stellar network
- Handles fee bumping and RPC failover

- Network errors (ECONNREFUSED, ENOTFOUND)
- HTTP 5xx errors (500, 502, 503)
- Rate limiting (429, "too many requests")
- Insufficient fee errors
- Temporary unavailability
These errors immediately transition to failed state:
- Invalid/malformed requests
- Unauthorized/forbidden errors
- Contract revert errors
- Transaction failed on-chain (status=FAILED)

The implementation includes comprehensive unit tests covering:
- Transient Generation Failure: Temporary errors trigger retry with backoff
- Submit Failure: Transaction rejection safely triggers retry mechanics
- Confirmation Timeout: Jobs timing out are scheduled for retry
- Permanent Failure: Non-retriable errors transition to
