Updating code owner

There's a bunch of people who are listed as code owner for the whole app, but they have not contributed, review PR nor open any issues in years.

I was wondering if we should update the CODEOWNERS file to represent who is currently contributing and also, stop generating dozens of notifications every week for those people?
