Feature: Add warning sign to Governance Proposal

Background

Currently we won't render anchor links on any Governance Proposal, as to avoid users from clicking the hyperlink right away. But it's suggested that we may provide an extra protection to users.

Task

• Add a warning sign to Governance Proposal, if there exists any links in a Proposal description
