Currently, they are OOC, but I would vote in favor of them being Rolls. Different use case could make it worthwhile a setting?
They approach closer to rolling randomly from a Random Table, or from the fact that they do contain rolls. As everything related to rolling dice is to be found on the same place.
A bonus track is to consider module's "Inline Roll Tables" which enables inline table rolls, would both fall on the same category.
