Restore IBC channel bostrom–space-pussy (channel-11 / channel-0)

Problem

IBC client 07-tendermint-32 (tracking space-pussy chain) on bostrom is expired. Channel channel-11 (bostrom) ↔ channel-0 (space-pussy) is STATE_OPEN but non-functional due to expired client.

Fix

Standard IBC client recovery procedure:

1. Create substitute client on bostrom tracking space-pussy
2. Submit governance proposal on bostrom to recover expired client using substitute
3. Repeat on space-pussy side (create substitute + governance proposal)
4. Verify channel functionality after both proposals pass

Same procedure used for Osmosis recovery (bostrom prop #32, Osmosis prop #1002).
