I would look at preprocessors piping to qsv.

Though you can produce fixed-width from CSV with the table command, I did so because it was a relatively straightforward modification.

However, fixed-width to CSV is another matter, and will require a dedicated command.

The to command is a logical place to add it, but that depends on the csvs_convert crate. Maybe, you can request the csvs_convert maintainer?
