Add user filter to dashboard views

**Describe the solution you'd like**
Currently all dashboard charts show totals across all users. Need ability to filter by individual user to see their personal breakdown.

**Requirements:**
* Add user dropdown/filter control to dashboard
* Update all charts to respect user filter selection
* Default behavior (show all users or specific user)
