Improving bug report linking and accessibility

Describe the bug
It came to my knowledge that the bugs documentation does not reference the issues templates for bugs reports and the bug report section shows a naked url

To Reproduce
Steps to reproduce the behavior:

1. Go to 'docs/bugs/README.md'

Expected behavior
Readable anchor text in Contribute in opening bug tickets section and should contain Link to how the bug template should be.

• Shell Version [All]
