move featured_repos.txt into navi repo from cheats repo

Each time the navi repo browse command is executed, it waits and repeatedly clones the entire repository https://github.com/denisidoro/cheats to the local machine, just to read featured_repos.txt.

This could be optimized by making it self-contained or only downloading featured_repos.txt.
