Add not selectable feature for drawings

Drawings in ATAK Is a great feature, but sometime It can be tricky working on It, because It interact with the nearby objects. It should be nice having a property on drawings objects that disabile the possibility of clicking them.
For example if we have a circle an a point over It, when I tap un the point i Will not be promted to chose if i selected the point or the shape.
If i want to having the wheel shown i Will go on the overlay menu.
