Unable to generate tilesets for use with Tiled

I'm trying to follow this guide.

However it seems that the sanctuary Github repos are gone (legal issues?), so I'm unable to get the tools used to generate the tilesets in PNG format. A clone of opensource-ami can be found there, but it relies on other tools like cel_dump that are nowhere to be found.
