Mount cloud-hosted test files

Basic hook is using RClone to mount cloud storage as local files, at which point any command-line tools could be run on them.

Note that this doesn't work on Binder because we don't have root access and that is needed to use a FS mount. You can still list files etc. though. However, accessing Google Drive requires authentication, which doesn't really work without a browser running on the remote machine. The workaround for that relies on running rclone on a different machine that does have a browser. It should be possible to make it work with a Service Account, but I've not tried this yet.
