A CHAPI event is presently included in all protocol implementations of exchange processing, but instead it should be isolated to CHAPI direct. Additionally, when a CHAPI event arrives, it should be abstracted into an interaction URL (if present) or a protocols object / incoming VPR / VP (the same messages that would be delivered over VC API). IOW, the abstraction isn't quite right and needs adjustment.
