Consider removing build jobs from official build

The SBA official build is full assetless and doesn't depend on the Windows and Unix build job. Consider removing those build jobs from the official build if they don't provide any value. That's the pattern that we follow in many other repos (also to minimize CI resources).

The official build is utilized currently as the CI build, there is no public CI. This surfaces build errors if conflicting changes are merged, etc. If build jobs are removed, public CI will need to be added.

It would indeed be nice to replace them with public CI rolling jobs so that community members can tag along.

[Triage] There is value in avoiding the potential of infrastructure issues blocking the build. But it also has the downside of allowing a potential legitimate build break due to conflicting code changes that got merged and having the published build flow to the VMR. That would then cause a breaking PR at that point. That said, other repos do this same kind of independent build/publish. So there is value in being consistent too.

We can move forward with removing the build jobs from internal and updating the existing public pipeline to have a CI trigger that we will monitor.
