It should require the supported .net 10.0.1xx rather than 10.0.3xx when asking agent to update to the latest sdk

Reproduction Steps

1. On RHEL 10 , login VSCode with your GitHub Account to enable usage of CoPilot
2. Ask the agent in the chat window to install the previous version of .NET SDK e.g. 10.0.107
3. After installed successfully, ask the agent to update to the latest sdk
4. Observe

Expected Behavior

The latest 10.0.1xx is required and installed successfully.

Exceptions & Errors (if any)

The unsupported 10.0.3xx is required.

This issue is not reproduced if asking agent with 'update .net sdk to the latest'

This is likely the same underlying problem as #2699, but lets track it as a separate issue. I think fixing one will fix the other.

Our tool guidance says not to use this as a baseline for what the machine can support. I will adjust the language slightly and also mention it cannot necessarily be used for 'update' and then make it more concise, hoping that the LLMs pick this up a bit more consistently.

It seems like the agent decides to look up the available versions with certain phrasing around 'update.' I think this is likely going to continue to be an issue unless we write a specific update tool.

Given it's able to recover, the LLM is not following instructions, and only specific wordings control this, I think I'll leave this as is for now.
